[CGMZ] Core - Version 1.28.0

Hi all, today this plugin was updated to version 1.28.0!

This version adds waiting functions for battles, as I start to make more battle plugins and get requests to slow things down, this will help me make timed and input waits that do not need to be coded from scratch every new plugin.

This update also improves scrolling window defaults, and fixes a bug with drawing text that had a manual \n text code in it.
