[CGMZ] Core - Version 1.13.0

Hi all, today this plugin was updated to version 1.13.0!

This update adds some more parsing utility functions, this time for Tone and Toast parameters. This will hopefully allow me to better standardize these parameters across all CGMZ plugins, and reduce the amount of time and code spent re-adding similar functions across all my plugins.

This update also added a function to draw a gradient rectangle on a window.
