[CGMZ] Core - Version 1.11.0

Hi all, today this plugin was updated to version 1.11.0!

This update adds a few functions to be used by other CGMZ plugins, such as one that can draw a step animated character sprite on windows. This will be required for the upcoming Skill Shop update. It also adds an animation layer for menu scenes, and fixes a crash when trying to start an event test.
