[CGMZ] Scene Backgrounds - Version Alpha R9

Hi all, today this plugin was updated to version AlphaR9!

This adds the option to totally disable weather in the menus. This plugin adds weather which you can show in your menus, however if you are also using custom weather effect plugins those other plugins might have been created to only work on the map since that is where weather is used by default and that could cause this plugin to no longer work, even if set to not show weather.

This new option to disable weather will make it so weather objects are not created or used at all, which will make any weather options in this plugin not work, but should allow you to use this plugin's other features such as customizing the background / foreground, adding videos, etc. to your menus.
