[CGMZ] Item Popup - Version Alpha R6

Hi all, today this plugin was updated to version AlphaR6!

This version adds skill popups! You can now show a popup like your item popups when an actor learns a skill. This includes various options around what the skill popup displays, which skills get popups and which do not, and everything else already there for item popup mechanics.
