[CGMZ] Battle Weather - Version Beta R4

Hi all, today this plugin was updated to version BetaR4!

This version adds the ability to make skills and items automatically change the weather when used. This is in addition to your skills other effects, such as damage. The weather change occurs at the end of the skill or item's effects. See below gif for an example of how it can look:
